Mobilising social partners in a new context – Social Dialogue Committee project
The scope of this project is limited to a comparative analysis of CLAs and social dialogue in 16 EU Member States: AT, BE, DE, DK, EE, FI, FR, IE, IT, NL, PL, PT, RO, ES, SE and UK.
Restructuring in the postal sector did not take place fully at the expense of employment and working conditions. This is the main merit of social dialogue in the postal sector. CLAs constitute central elements of the social change process in all EU Member States included in this study.

Promoting Social Dialogue in the postal sector in an enlarged Europe – Social Dialogue Committee project
The project aims to get hands-on information on how postal operators and trade unions manage the increased digitalisation of their organisations with impacts on jobs and competences, on the work organisation as well as on training needs and methods.
It aims to better understand the programs of digital transformation put in place within companies in terms of training and cultural evolution, the needs in terms of digital skills and new jobs are a key area of focus. It aims to assess the impact of digital tools and new technologies on work organization and to analyse the opportunities that the digital economy represents in terms of development of new activities, in particular the parcels’ ones, in view of the growing e-commerce market.
The project will engage in Capacity-building activities to raise awareness and disseminate the work of the postal services social dialogue committee, in particular but not exclusively, in Central and Eastern Europe. It foresees the staging of 3 regional seminars: September 2017, Eastern Seminar, Prague – January 2018, Baltic Seminar, Vilnius – Candidate countries Seminar, location tbc. The final project report will be presented during the Project conference in Brussels (end of 2018).

Trend Research for the Postal Sector in 2030 – Social Dialogue Committee Project
The project aims at engaging an innovative exercise of reflection and research between the European social partners. In accordance with the prospective method, it aims to elaborate three to five scenarios on the future of the postal sector, especially from a social perspective. It will be essential to establish a clear framework for following each stage of the reflection leading to the final scenarios and conclusions.
For this purpose, the project will require the support from an external consultant with experience and knowledge in prospective studies and trend research. It is a common exercise of the social partners to gain a better perception and understanding of the future of the postal industry. It will be important to integrate the viewpoint from both sides and ensure the diversity of contributors and the interactivity of the workshops. This exercise will help to reflect on innovative ideas and activities to maintain and further develop the sustainability of the postal sector in the future. In this sense, the project is fully in line with the objectives of the PSE working group which is to monitor and anticipate the main evolutions in the sector.

Hair and beauty
Development and promotion of recommendations for a healthy and safe working environment through the design of ergonomic workplaces and work processes in the hairdressing sector – Social Dialogue Committe project ERGOHAIR
This project aims at implementing parts of the Social Dialogue Committee 2016 work programme as regards the health and safety aspects at work with particular emphasis on the ergonomic aspects as laid down in the European framework agreement on the protection of occupational health and safety in the hairdressing sector (Clause 5).
The social partners consider that there is a need to take further action with regard to ergonomic risk factors at work and the impact thereof on musculoskeletal health and the inherent consequences of this on employment among hairdressers.
The project will last for 24 months from the start of the preparatory phase until the end of the follow-up: 1 December 2016 until 30 November 2018. This project will include three 2-days workshops in three EU countries bringing together social partner organisations from the hairdressing sector, cross-sector umbrella employer organisations and trade unions, as well as national authorities and experts who specialise in OSH aspects in hairdressing and ergonomics.

Boosting unions’ participation to guarantee quality transitions and employment to young people in Europe – Cooperative project with other trade union federations
The project aims to contribute to the improvement of the situation of young Europeans in the labour market, to evaluate and to provide a trade union input to the implementation of European youth employment policies, and to empower young people in the trade unions, and make them more active in the industrial relations system, in particular via their youth structures. The project will address from a double-sided approach the implementation of European youth employment policies at European and national (even local) level.
The project also aims to carry out an in-depth analysis and quality evaluation of the potential tools European and national trade unions have at their disposal to promote youth employment at European, national and company level. One of the key tools available to social partners to tackle youth employment issues is collective bargaining at national, sectoral and company level. The aim of the project is to evaluate existing good practices and compare them across Europe.

Media, Entertainment and Arts
Analysis of the EU Audiovisual Sector Labour Market and of changing forms of employment and work arrangements
In the context of the Audiovisual Sector Social Dialogue social partners completed in July 2016 the first study to compare data on the audiovisual labour market in the EU and in ten selected EU countries, and to analyse new forms of employment and work arrangements in the sector across Europe.

European Interactive Risk Assessment Tool for the Live Performance Sector: promoting its visibility and use in practice
This project aimed at refining and reviewing the OIRA tools produced for the Live Performance sector so they became even more responsive to the needs of direct users. The project also promoted the tools and maximised their visibility and use in the sector across Europe.

Promoting Dignity at Work in Entertainment Productions
This project looked at key working conditions by mapping the changes that are taking place in the Entertainment sector across Europe, assessing how they are affecting the workers, and how unions can respond by engaging employers and authorities in a dialogue over dignity in the workplace.

Promoting Social Dialogue in Commercial Audiovisual Media Companies
This project promoted the exchange of information and good practice on national information, consultation and participation bodies in major commercial audiovisual media companies operating in several EU Member States and provided training for social partners and actors concerned with these companies on EU law on transnational employee involvement.

European skills council in the audiovisual sector and live performance sector – 1st period
In 2015 and 2016 the European Sector Skills Council for the Audiovisual and Live Performance Sectors shared labour market intelligence and identified key trends in what skills sets are needed to contribute to developments in the sector and increase the security of career paths for sector professionals.

Accompanying the transformations of the market and of individual careers in the EU audiovisual and live performance sectors: a social dialogue perspective
Creative Skills Europe aims to strengthen the capacity of national and European Trade unions and management to actively engage in national and European social dialogue on skills development with the objective to address the deep transformations affecting our sectors in terms of activities, occupations and quality of work.

Reaching out to Atypical Workers: organising and representing workers with atypical contracts in the Live Performance and Audiovisual Sector (project led by FIA)
The project published in September 2016 a handbook on ‘The Future of Work in the Arts, Media & Entertainment Sector’, outlining conclusions and recommendations addressing atypical work in the Media, Arts and Entertainment sector.
The project is finalised.
TALQ – Transparency in Art Levels and Qualifications (running)
TALQ will map national qualifications and certificates to ESCO-based international profiles (lighting technician, lighting operator, lighting designer); analyse contents and structures of existing training and formal education systems, and develop a common set of quality assurance principles and quality criteria for the assessment, validation and award of qualifications procedure.

Live Skills – Sector Skills Alliance / project led by British Council.
The objective of the project is to tackle skills shortages and gaps, and respond to the demand for new skills within the Audio Visual and Live Performance sectors through the development of new curricula that include work-based learning opportunities, are demand-led and responsive to labour market needs.

A European Sector Skills Alliance for Sport and Physical Activity
EOSE is the applicant and coordinator, and will work with a supporting partnership of 18 national partners and 5 European networks to deliver this exciting and challenging project. Both social partners, UNI Europa Sport and EASE are partners.
The project aims to engage for the first time, the whole sport and physical activity sector at both the EU and national level to deliver the first EU-wide Employment and Skills map. The ESSA-Sport offers the sport and physical activity sector a unique opportunity to build a partnership for quality research and consultation, to identify realities, trends and challenges facing the sector and to undertake the first real analysis of labour market and skills needs and priorities based on a national “bottom-up” approach.
Indeed, the structure of the project is built around a wide network of national organisations acting as researchers and coordinators who will work with stakeholders in Member States to carry out desk research activities and deep consultation, and to produce national reports analysing the employment situation, skill needs and priorities to be implemented for the sector.
The project will research available sources of national statistics to define and understand the sport and physical activity labour market across the member states and will also conduct a major online survey across Europe to identify the skill needs of employers.
It must be emphasised that ESSA-Sport is a research project that can create the conditions for change and improvement but does not in itself deliver that change. It should be seen as the first step of the journey to provide the basis for a coordinated approach to analyse the changing labour market and develop solutions to re-skill the workforce with modern, fit for purpose training and qualifications.
The action will run until October 2019 and is funded by the European Commission under the Erasmus+ programme.
Supporting the test phase of the European social dialogue for the sport and active leisure sector
The project aimed in supporting the work of the European Sectoral Social Dialogue Committee for sport and active leisure. It a critical role in the social partners (EASE/UNI Europa)’ efforts to become an official committee.
The action specifically targeted the Eastern and Central European Member States Romania and Poland as round table hosts. The aim was to raise awareness about European social dialogue within these countries and in the adjacent region as a whole.
The main objectives of the action can be summarized as follows:
- Strengthening the capacity of the social partners (EASE/UNI Europa) in Member States where social dialogue does not exist or may be improved in order to raise the representativeness of the ESSDC as a whole
- Disseminating and promoting the outcomes of the ESSDC, in particular the “Guidelines on health and safety in the sport and active leisure sector”, the Online interactive Risk Assessment (OiRA) tool and the “Joint statement on strengthening employability in the sport and active leisure sector”
- Strengthening joint approaches on priority issues such as health and safety and employability (dualcareers for professional sport), and improving the mobility of workers
- Exchanging best practices and expertise on measures to strengthen employability and growth across the sector such as life-long learning opportunities, skills development, transparency of recognition of qualifications and certificates of learning (non-formal learning)
- Helping to implement the work programme of the ESSDC & gathering insight from national affiliates to inform future initiatives of the ESSDC

European Social Dialogue targeted initiative: strengthening social dialogue in the professional basketball sector
Since the start of the test phase of the European sectoral social dialogue committee (ESSDC) for sport and active leisure in 2012 the social partners UNI Europa Sport and the European Association of Sports Employers (EASE) have been working towards increasing its representativeness in order to meet the criteria required for an official social dialogue committee to be launched.
Alongside its capacity-building efforts the committee has primarily dedicated itself to issues that cut across the three sub-sectors – not-for-profit sport, professional sport, and active leisure. However, The European Social Partners have decided to focus this year on the professional sub-sector under this action so that they can reach concrete results in their efforts in building a strong professional basketball alliance. Based on the lessons learned and recommendations developed under previous projects, the European Social Partners have decided to deepen their cooperation and enter a new phase of their joint work.
The project will support the work of the European Sectoral Social Dialogue Committee for sports. It will play a critical role in the social partners (EASE/UNI Europa)’efforts in becoming an official ESSDC. All previous projects conducted by UNI Europa and its partners were successful. The projects have helped in implementing the work programme and to disseminate joint outputs of the ESSDC for sports. All project activities were organized in close collaboration with the social partner EASE, adhering to the shared notion that the success of the test phase depends on the willingness of all stakeholders to work together. In this spirit, the Social Partners jointly with EU Athletes (UNI Europa’s affiliated organisation) have jointly decided to apply for a new project that will play a critical role in the social partners’ efforts to become an official ESSDC and as well an important tool to consolidate the European professional basketball alliance

Communication, Technology and Service (ICT)
Understanding the impact of outsourcing in the ICT sector to strengthen the capacity of workers’ organisations to address labour market changes and to improve social dialogue
This projects aims to map targeted ICT companies in Europe in order to identify where outsourcing is taking place It is also meant to identify the complexities around types and flows of outsourcing: e.g. off-shoring, near-shoring, in-shoring, re-shoring, best-shoring etc and to address the question of how trade unions can increase their presence in outsourced companies in order to ensure that workers benefit from the same rights and conditions across Europe.

Multinationals and EWC
Building trade union alliances: UNI Europa strategy to strengthen transnational workers’ representation in Multinational companies
The project aimed to create inside UNI Europa a cross sectoral dynamic to promote and improve the establishment of sustainable trade union alliances in key multinationals and to develop transnational social dialogue at Multinational.
Twenty-one trade unions alliances meetings have successfully organised and the results of the work developed within the project on has proved the strategic importance to continue to establish new trade union alliances and reinforce those already existing in view to develop a real counter power in the Multinational companies from the service sectors.
